The amount of wealth the state can sieze from its subjects (who are the primary source of wealth in Spain) is a balancing act. Siezing too much disincentivizes people to actually work and collections will eventually go to zero. Sieze too little and you miss out on your tribute and building your power. Considering how poorly Spain's labor market functions and its lower levels of economic output, it would seem to be that too much is being taken already. So taking more now and running everything into the ground might be a rational move. Just as it is for the common worker to sit the oposiciones so they can take part in the plunder.
