I was hacking on code for encrypted comms today, specifically connecting Cashu to the code used by White Noise. We need to defend Signal and this kind of tech. There is a (max)datacarriersize, so this adds a mindatacarriersize for completeness With tests: $ ./test/functional/mempool_datacarrier.py

Only transactions whose OP_RETURNS are *at least* this size will be accepted as standard. (As discussed today @calle )
