Nigeria ranked second globally in the 2024 Global Crypto Adoption Index and sixth in 2025, and has accounted for about 60 per cent of stablecoin inflows into sub-Saharan Africa since 2019.
β€ Nigeria is shifting from a restrictive stance to a coordinated governance approach for virtual assets, establishing a Virtual Asset Council to harmonize oversight across financial, revenue, capital markets, and security institutions.
β€ The country recognizes the significant grassroots adoption and economic reality of virtual assets, particularly stablecoins, for payments and as a hedge against inflation, despite initial concerns about volatility and illicit finance risks.
β€ The new framework aims to address regulatory fragmentation by fostering collaboration among existing institutions, balancing innovation with consumer protection, and building capacity for effective supervision in a large emerging market.
