The process of applying for permanent residency in Paraguay is becoming more complicated -> according to the new regulation, it will no longer be sufficient to file zero monthly VAT (IVA) returns. Three ways to resolve this: 1. If you own real estate in Paraguay, the simplest solution is to use a rental invoice. This is taxable income that must be declared in Paraguay, and that’s all you need. 2. If you are a nomad, simply submit an employment contract from abroad with an apostille (a document proving you have income anywhere—it must specify which company you work for, how you receive your pay, how long you’ve been working there, and your position). You do not have to pay any taxes in Paraguay. 3. If you are self-employed and have income in Paraguay, you will need (at least) your last 3 VAT returns showing non-zero activity (issue some invoices and pay taxes on them). https://migraciones.gov.py/wp-content/uploads/2026/06/RESOLUCION-DNM-Nro-407-28.05.2026-ACREDITACION-DE-SOLVENCIA-ECONOMICA-PARA-RESIDENCIA-PERMANENTE-1.pdf

GlobalYo is likely the cheapest global mobile operator in the world for 365-day global internet plans (you don’t have to pay for it every month). It offers two plans: 1. https://www.globalyo.com/esim/esim-global-explorer-100/ It covers Paraguay, the Czech Republic, Slovakia, and nearly 100 other countries (I just activated it in Japan and everything works). 100 GB costs $48.93 (1 GB for $0.4893). For an extra $2.99, international calls are included in the price. 2. https://www.globalyo.com/esim/esim-global-explorer-150/ It also covers Mexico, Uruguay, and mainly African countries. 100 GB costs $83.90 (1 GB for $0.839). For an extra $2.99, international calls are included in the price. It’s 4G; if you want 5G, the price per GB is usually 2–3 times higher. For this to work, you need to set up an APN (name /APN 'globaldata'). It’s not anonymous, but with a 365-day plan, it’s probably the cheapest in the world.
