Something I don't understand: why do people think an agency is at the same time capable of committing unspeakable crimes, yet unable to forge its own records regarding these crimes.

I'm sure that UK authorities will handle universal KYC data competently and responsibly, and use it to crack down on terrible organized crime like they are widely known to do with unflinching expediency. Why would they expand their nanny state activities such as jailing citizens for wrongthink? Also, I am convinced that criminals will abide by KYC requirements just like everyone else.
