Labelbase, https://labelbase.space, is still under development, but feel free to give it a go. There's no email address required to create an account. The API (see reference https://labelbase.space/api-reference/) is ready to use and can be integrated in your mobile wallet project or workflow.
Label export (BIP-329 format) and CSV import will be available in a few days.
