The power struggle between central governments and technological oligarchies is becoming increasingly apparent. Against the latter, governments still maintain a monopoly on legislation. When this proves insufficient (there was no legal basis to order Apple or Google to ban VPN downloads), it ultimately results in the intimidation of citizens.
