First: what does BIP mean?
BIP stands for Bitcoin Improvement Proposal.
A BIP is a document proposing a change, improvement, or clarification to Bitcoin.
So BIP-110 is a proposal — not a rule that Bitcoin has already adopted.
That distinction matters.
So what is BIP-110 actually trying to change?
At a high level, it proposes a temporary soft fork (roughly one year) that would restrict certain ways of putting large amounts of non-monetary data into Bitcoin transactions.
The goal is to reduce the use of Bitcoin block space for data unrelated to monetary transactions.
Why does this matter?
Bitcoin blocks have limited space.
When many users compete for that space, transactions compete through the fee market.
In recent years, Bitcoin has also been used for things like:
• Ordinals
• Inscriptions
• Tokens
• Other forms of on-chain data
These uses can consume block space too.
Supporters of BIP-110 argue that Bitcoin’s scarce block space should primarily serve its monetary function.

Let users decide what block space is worth.

“Ordinals are good” vs “Ordinals are bad.”
It goes deeper.
It is about the philosophy of Bitcoin:
Should Bitcoin mainly be a peer-to-peer monetary network?
Or should it remain a general-purpose permissionless data layer, where different uses compete for block space?
There is also an important technical point:
BIP-110 is described as a soft fork.
That means the proposed new rules would make certain previously valid transactions invalid under the new rules (while remaining backward-compatible for nodes that don’t upgrade).
Because Bitcoin is decentralized, activating such a change requires broad coordination and acceptance across the ecosystem.
And that’s why you may see strong opinions, technical arguments, miner discussions and even talk about possible chain splits.
The question isn’t only:
“Is BIP-110 technically possible?”
