Bitcoin isn’t only built on strict algorithms and cryptography - it is also built on statistics. Each hash generated by a miner has the same probability of meeting the difficulty requirement: 1 / 2^32 * difficulty_target The block interval and issuance schedule would not function if it weren’t for this statistical dependency.
