Merge of BUD-06 into Blossom 🌸 , which introduces a new endpoint to verify server requirements before initiating an upload, saving time and data for clients. This is also a necessary first step towards the BUD-07 proposal (Paid storage). Nostrcheck-server is compatible with this improvement
