I think this might be right, the actual shooter. Tyler running away alone in wide open, broad daylight, throwing the collapsible rifle in the woods (that wasn't collapsible in the pictures i saw), just the trajectory of the round and direction of the blood spilling didn't seem right for a straight on shot, nor the direction that Charlie jerked when it hit.
