Imagine a digital money. You go to the issuer buy the digital cash dollar for dollar + 1%. Use it like cash, cash it back in at the issuer. Each time it transfers the issuer get 1%. Each time it is checked for validity the issuer get .5% Backed by the dollars the buyer deposited to buy the cash. A simple small public key encrypted file containing a value and a serial number and stamped with the issuers private key. Anyone can check it against the issuer. The issuer removes that "bill" from the valid database and reissues another to the one checking validity. Same with transfers. Can be cashed in with the issuer for fiat. Can float in the system transferring like cash. Copies could be made for safekeeping but only one such "bill" can be checked or transferred. All others becoming invalid. No wallet required.
