On Thursday, U.S. President Donald J. Trump and Finnish President Alexander Stubb signed a memorandum of understanding at the White House to acquire eleven new icebreaking vessels for the U.S. Coast Guard. Under the $6.1 billion agreement, Finnish companies will construct four “Arctic Security Cutters” in Finland, while the U.S. will utilize Finnish expertise to build up to seven icebreakers at Davie Shipyards in Galveston, Texas, and Bollinger Shipyards in Houma, Louisiana. The initiative aims to strengthen U.S. and NATO security in the Arctic, countering Russia and China’s growing efforts to exploit the region for shipping and military purposes. The first icebreaker is slated to enter service in 2028. image

Colombian President Gustavo Petro stated on Wednesday that the recent U.S. strike on an alleged narco-terrorist vessel in the southern Caribbean Sea actually targeted a Colombian boat carrying Colombian citizens—not Venezuelans. In his statement, Petro asserted, “There is no war against smuggling; there is a war for oil, and it must be stopped by the world.” The White House has since rejected Petro’s claims, denying that the vessel or its crew were Colombian. In an official statement, it said: “The United States looks forward to President Petro publicly retracting his baseless and reprehensible statement so that we can return to a productive dialogue focused on building a strong, prosperous future for the people of the United States and Colombia. Despite policy differences with the current government, Colombia remains a vital strategic partner.” image

Venezuelan President Nicolás Maduro has announced the activation of the “Independence 200 Plan” in the Carabobo and La Guaira Integral Defense Zones of northern Venezuela, citing “aggressive maneuvers” by the United States in the southern Caribbean. The plan involves all branches of the National Bolivarian Armed Forces, including the Bolivarian National Militia. As part of the operation, defensive and security measures have been implemented at key infrastructure sites—such as airports and ports—in Caracas and across northern Venezuela, with particular emphasis on the deployment of military forces to Maiquetía International Airport. Earlier today, Buk-M2E surface-to-air missile systems were observed deployed at Generalísimo Francisco de Miranda Air Base in Caracas, while anti-tank concrete barriers were seen pre-positioned along the Caracas–La Guaira Highway near Maiquetía Airport.

Despite President Donald J. Trump’s earlier assurances this week that members of the U.S. Armed Forces would continue to be paid during the government shutdown, House Speaker Mike Johnson (R-LA) today rejected the idea of holding a stand-alone vote in the House on legislation to ensure troop pay. Johnson stated, “The job in the House is done.” The bill, introduced by Rep. Jen Kiggans (R-VA), has garnered 122 bipartisan co-sponsors and would cover pay for all servicemembers, including the Coast Guard, throughout the shutdown. Since the government shutdown began, Johnson has resisted calls to reconvene the House, which last voted on September 19. image
