In response to the devastation caused by Hurricane Melissa in Jamaica and across the Caribbean, the U.S. State Department has announced the deployment of a Disaster Assistance Response Team (DART) along with several Urban Search and Rescue (USAR) units. The teams will “work with affected countries and local communities to assess needs and coordinate emergency response efforts” in partnership with interagency, international, and military organizations throughout the Caribbean region.

Smoke and flames rose over the Brazilian city of Rio de Janeiro earlier today as Brazil launched its largest-ever police operation, deploying more than 2,500 officers and soldiers—supported by helicopters, armored vehicles, and drones—against Comando Vermelho, a powerful criminal organization involved in drug and arms trafficking, irregular warfare, and narco-terrorism across Rio.

Under the new directive, the ONA will no longer report directly to the Secretary of Defense. Instead, it will fall under the authority of Robert G. Three individuals connected to Wright-Patterson Air Force Base near Dayton, Ohio—including one servicemember—were found dead Saturday, October 25, at multiple off-base locations in what authorities describe as an apparent double murder-suicide, according to a statement from the 88th Air Base Wing Public Affairs.
The incident is being investigated by the Ohio Bureau of Criminal Investigation (OBI), the Air Force Office of Special Investigations (OSI), and other federal, state, and local agencies. The victims have been identified as:
• 1st Lt. Jaime Gustitus, 25, assigned to the 711th Human Performance Wing, part of the Air Force Research Laboratory.
• Mrs. Jaymee Prichard, 33, an employee of the Air Force Life Cycle Management Center.
• Mr. Jacob Prichard, 34, also with the Air Force Research Laboratory.
Investigators believe Jacob Prichard was responsible for all three deaths. Evidence indicates he killed his wife, Jaymee, late Friday night or early Saturday morning, placed her body in the trunk of their car, and then drove to Honey Tree Place in Sugarcreek Township. There, around 2:00 a.m., he reportedly broke into Lt. Gustitus’s apartment and fatally shot her. Prichard then drove to a parking lot at West Milton Municipal, where he took his own life. Before doing so, he opened the trunk of the vehicle so that responding officers would discover Jaymee’s body.

1. Jamaica: Seek shelter immediately. Damaging winds and torrential rain tonight and Monday will bring catastrophic, life-threatening flash flooding and widespread landslides ahead of potentially devastating winds Monday night into Tuesday morning. Severe infrastructure damage, prolonged power and communication outages, and isolation of communities are expected. A life-threatening storm surge and large, destructive waves are forecast along portions of the southern coast Monday night and Tuesday morning.
2. Haiti and the Dominican Republic: Catastrophic, life-threatening flash flooding and landslides are expected across southwestern Haiti and southern areas of the Dominican Republic through midweek. In Haiti, severe infrastructure damage and community isolation are likely. Although winds have temporarily eased on the Tiburon Peninsula, they are expected to strengthen again across much of western Haiti on Tuesday.
3. Eastern Cuba: Life-threatening storm surge is expected along parts of the southern coast of eastern Cuba late Tuesday and Tuesday night. Damaging winds and heavy rainfall will bring life-threatening, potentially catastrophic flash flooding and landslides beginning Monday. Preparations should be completed as quickly as possible.
4. Southeast Bahamas and the Turks and Caicos: Monitor Hurricane Melissa closely. The risk of significant storm surge, damaging winds, and heavy rainfall is increasing for Tuesday and Wednesday. Watches are likely to be issued early Monday.
