According to officials who spoke with Axios, the Trump Administration on Monday circulated a draft resolution to several members of the U.N. Security Council outlining plans to establish an international force in the Gaza Strip. The proposal would grant the United States and other participating nations a broad mandate to govern and provide security in Gaza through the end of 2027.
Officials emphasized that the proposed International Security Force (ISF) would be “an enforcement force, not a peacekeeping force,” comprising troops from multiple countries and formed in coordination with the Gaza “Board of Peace,” chaired by President Donald J. Trump.
Under the draft, the ISF would be responsible for securing Gaza’s borders with Israel and Egypt, protecting civilians and humanitarian corridors, and training a new Palestinian police force to work alongside it. The resolution further states that the ISF’s mission is to “stabilize the security environment in Gaza by ensuring the demilitarization of the Gaza Strip — including the destruction and prevention of the reconstruction of military, terror, and offensive infrastructure — as well as the permanent disarmament of non-state armed groups,” specifically naming Hamas.
