How can you assure the ones that have the education are making sure everyone under them is following the law? Does the overall law need to be updated? How does that overall process flow work; is there a 'ten thousand foot' overview for everyones reference? What about, like, 'thirty thousand feet' where commercial planes hit cruising altitude?
