The outage has nothing to do with wind power generation. In Germany, wind energy provides around 30% of electricity over the year (and often more in winter, as winds are stronger and more consistent). Solar output drops in winter, but wind largely compensates. Berlin does not rely directly on local wind farms: the city is supplied by the national interconnected grid. In this case, the cause is clearly identified: a fire at two high-voltage pylons, described as sabotage so this is a grid infrastructure and security issue, not a generation shortfall.
