The phone was caught in a reboot loop, which can happen if you don't have the phone fully charged, let it drain, then try to start it again, but there's not enough power to fully boot the OS, so it keeps retrying to boot before finally failing and refusing to power up. To fix this, I keep the phone's power off, and let it charge for 10-15 minutes.
Then I power it on, and when the boot screen says, "Your device is loading different operating system", I press the power button up where it says "Press power button to pause". This will pause the phone from booting Graphene OS, and will remain paused, and that's when I finish charging the phone (60-90 minutes recommended). I like to do this so the phone can focus fully on charging, and not draining battery while trying to boot OS and apps (and their background data). Once charged to *80%, I press "Resume" to fully boot the OS.
I always recommend charging the phone once it gets to 20% battery power (less than 17% is my danger zone--at that level, I try to not operate it much, just start charging until it's above 20%, in a situation like the above boot-loop).

* Charging to 80% is recommended to retain battery lifespan, although once in a while Graphene OS will charge to 100% which gives accurate battery level reporting since this re-calibrates the battery gauge). The 80% charge limit was a bug that has since resolved in Android 15 QPR2.
