2. Gerrymandering districts wouldn't work
3. GOP and Dems could vote with third party when it benefits them

America needs an immigration policy that works. I've yet to hear anyone, from either party, correctly identify the problems and propose a reasonable solution. Illegal border crossing happens because corporations will hire them. Why aren't the corporations being blamed?
