Allah (سُبْحَانَهُ وَتَعَالَى) said in the translation of this verse:
"...Let them (Muslim women) draw their veils over their chests, and not reveal their ˹hidden˺ adornments..." (24:31)
The command is explicit: the veil placed over the head is to be drawn over the chest. This detail is significant because it demonstrates that hijab is not merely a matter of covering the hair; rather, it encompasses the body as a whole.
A lot of Muslim women these days are draping their veils behind their shoulders, which leaves the chest and neckline exposed. Yes, many women cover those areas with their dresses, but that is still contrary to the command. Your dress covers that area and over it goes your veil.
The practice of draping the veil behind the shoulders was actually common among women during the pre-Islamic era, as mentioned by Ibn Kathir in his tafsir:

(and to draw their veils all over their Juyub) means that they should wear the outer garment in such a way as to cover their chests and ribs, so that they will be different from the women of the Jahiliyyah, who did not do that but would pass in front of men with their chests completely uncovered, and with their necks, forelocks, hair and earrings uncovered. So Allah commanded the believing women to cover themselves, as He says:
يأَيُّهَا النَّبِىُّ قُل لاًّزْوَجِكَ وَبَنَـتِكَ وَنِسَآءِ الْمُؤْمِنِينَ يُدْنِينَ عَلَيْهِنَّ مِن جَلَـبِيبِهِنَّ ذلِكَ أَدْنَى أَن يُعْرَفْنَ فَلاَ يُؤْذَيْنَ
(O Prophet! Tell your wives and your daughters and the women of the believers to draw their cloaks all over their bodies
"
It's not only a matter of covering skin but also hiding the outline of your entire body.
Do not imitate the ways of the polytheists as the Prophet (صَلَّى اللّٰهُ عَلَيْهِ وَسَلَّمَ) said:
"The most hated of people to Allah are three persons: ...a person who seeks for the traditions of ignorance to remain in Islam..." (Sahih al-Bukhaari 6882)
Anyone ever been in this stage where you want to be productive, but you’re burned out; and you want to have fun but have a hard time enjoying anything?
So it’s basically like nothing works: you can’t get work done, you can’t doom scroll, and you can’t binge watch.
