#[0] do you have a rate limiter or something? How many 48 sats do I get if I just keep spamming posts?

Is there a tool to check whether a particular nostr event is on a particular relay or not, and if not, to add it there (by downloading & uploading)? The whole “I never know which relays my stuff is on exactly” thing is kind of annoying.
