The Cuban regime approved in the Official Gazette a new scheme that forces citizens to pay in dollars (USD) to access so-called “photovoltaic power,” in the midst of constant blackouts and an increasingly severe energy crisis.
According to the regulation, people will have to shell out from 300 USD for just 0.5 kW, up to 6000 USD for 10 kW, depending on the contract term. The payment is made directly to the Cuban Electric Union, which will use those funds to "finance the system."
In exchange, the State promises to reduce monthly electricity consumption (125 kWh for each kW contracted) and buy possible energy surpluses, though total control remains in the hands of the state system.
The scheme does not mean citizens can freely install their panels, but rather pay for capacity within the State’s electrical grid, in a model that prioritizes capturing foreign currency.
In a country where most earn in pesos, the measure leaves millions of Cubans out, shifting the cost of the energy crisis directly onto the population.
