I do find it relatively odd that Russia referencing the Perimeter system (aka the “Dead Hand”) was considered inflammatory. It was designed for defense and retaliation in the event that a nuke is dropped in Russia or all military leadership is taken out. Regardless of now it’s triggered, it requires a first strike from the adversary. So what’s the real deal here?
