A Declaration of the Independence of Cyberspace
by John Perry Barlow (1996)
Yesterday, that great invertebrate in the White House signed into the law the Telecommunications Act of 1996—which contains the Communications Decency Act—while Tipper Gore took digital photographs of the proceedings to be included in a book called Twenty-four Hours in Cyberspace.
I had also been asked to participate in the creation of this book by writing something appropriate to the moment. Given the atrocity that this legislation
would seek to inflict on the Net, I decided it was as good a time as any to dump some tea in the virtual harbor.
After all, the Act, passed in the Senate with only five dissenting votes, makes it unlawful and punishable by a $250,000 to say shit online. Or for that matter, to say any of the other seven dirty words prohibited in broadcast media. Or to discuss abortion openly. Or to talk about any bodily function in any but the most clinical terms.
It attempts to place more restrictive constraints on the conversation in cyber-space than presently exist in the Senate cafeteria, where I have dined and heard colorful indecencies spoken by United States senators on every occasion I did.
This bill was enacted on us by people who haven’t the slightest idea who we are or where our conversation is being conducted. It is, as my good friend and Wired editor Louis Rossetto put it, as though “the illiterate could tell you what to read.”
Well, fuck them.
Or more to the point, let us now take our leave of them. They have declared war on cyberspace. Let us show them how cunning, baffling, and powerful we can be in our own defense.
I have written something (with characteristic grandiosity) that I hope will become one of many means to this end. If you find it useful, I hope you will pass it on as widely as possible. You can leave my name off it if you like because I don’t care about the credit. I really don’t.
But I do hope this cry will echo across cyberspace, changing and growing and self-replicating, until it becomes a great shout equal to the idiocy they have just inflicted on us. I give you . . .
A Declaration of the Independence of Cyberspace
Governments of the Industrial World, you weary giants of flesh and steel, I come from Cyberspace, the new home of Mind. On behalf of the
future, I ask you of the past to leave us alone. You are not welcome among us. You have no sovereignty where we gather.
We have no elected government, nor are we likely to have one, so I address you with no greater authority than that with which liberty itself
always speaks. I declare the global social space we are building to be naturally independent of the tyrannies you seek to impose on us. You have no moral right to rule us, nor do you possess any methods of enforce-
ment we have true reason to fear.
Governments derive their just powers from the consent of the governed. You have neither solicited nor received ours. We did not invite you. You do not know us, nor do you know our world. Cyberspace does
not lie within your borders. Do not think that you can build it, as though it were a public construction project. You cannot. It is an act of nature,
and it grows itself through our collective actions.
You have not engaged in our great and gathering conversation, nor did you create the wealth of our marketplaces. You do not know our culture, our ethics, or the unwritten codes that already provide our society more order than could be obtained by any of your impositions. You claim there are problems among us that you need to solve. You use this claim as an excuse to invade our precincts. Many of these prob-
lems don’t exist. Where there are real conflicts, where there are wrongs, we will identify them and address them by our means. We are forming our own Social Contract. This governance will arise according to the
conditions of our world, not yours. Our world is different.
Cyberspace consists of transactions, relationships, and thought itself, arrayed like a standing wave in the web of our communications. Ours is a world that is both everywhere and nowhere, but it is not where bodies
live.
We are creating a world that all may enter without privilege or prejudice accorded by race, economic power, military force, or station of birth.
We are creating a world where anyone, anywhere may express his or her beliefs, no matter how singular, without fear of being coerced into silence or conformity.
Your legal concepts of property, expression, identity, movement, and context do not apply to us. They are based on matter. There is no matter here.
Our identities have no bodies, so, unlike you, we cannot obtain order by physical coercion. We believe that from ethics, enlightened self-interest, and the commonweal, our governance will emerge. Our identities may be distributed across many of your jurisdictions. The only law that all our
constituent cultures would generally recognize is the Golden Rule. We hope we will be able to build our particular solutions on that basis. But
we cannot accept the solutions you are attempting to impose. In the United States, you have today created a law, the Telecommunications [Act of 1996], which repudiates your own Constitution and insults the dreams of Jefferson, Washington, Mill, Madison, Tocqueville, and Brandeis.
These dreams must now be born anew in us. You are terrified of your own children, since they are natives in a world where you will always be immigrants. Because you fear them, you entrust your bureaucracies with the parental responsibilities you are too cowardly to confront yourselves. In our world, all the sentiments and expressions of humanity, from the debasing to the angelic, are parts of a seamless whole, the global conversation of bits. We cannot separate the air that chokes from the air on which wings beat.
In China, Germany, France, Russia, Singapore, Italy, and the United States, you are trying to ward off the virus of liberty by erecting guard posts at the frontiers of Cyberspace. These may keep out the contagion
for a small time, but they will not work in a world that will soon be blanketed in bit-bearing media.
Your increasingly obsolete information industries would perpetuate themselves by proposing laws, in America and elsewhere, that claim to own speech itself throughout the world. These laws would declare ideas to be another industrial product, no more noble than pig iron. In our world, whatever the human mind may create can be reproduced and distributed infinitely at no cost. The global conveyance of thought no longer requires your factories to accomplish.
These increasingly hostile and colonial measures place us in the same position as those previous lovers of freedom and self-determination who had to reject the authorities of distant, uninformed powers. We must
declare our virtual selves immune to your sovereignty, even as we continue to consent to your rule over our bodies. We will spread ourselves across the Planet so that no one can arrest our thoughts. We will create a civilization of the Mind in Cyberspace. May it be more humane and fair than the world your governments have made before.

//BLUF: MULTIPLE AMERICAN AIRCRAFT CARRIERS DEPLOY TO MIDDLE EAST, STRATEGIC DEPLOYMENTS CONTINUE.//
-----BEGIN TEARLINE-----
-International Events-
Middle East: Significant Naval deployments are either underway currently, or have been recently announced. Yesterday afternoon CENTCOM announced several operational changes throughout the AOR. The USS HARRY S. TRUMAN (CVN-75) CSG's deployment has been extended, with the TRUMAN remaining in the Middle East theatre. The USS CARL VINSON (CVN-70) has also been transferred from INDOPACOM to the CENTCOM area of responsibility, and is currently making all sail for the Middle East. On Friday, the USS NIMITZ (CVN-68) departed San Diego on her final deployment before retirement, and will be heading to the western Pacific. This morning, the USS ABRAHAM LINCOLN (CVN-72) departed port San Diego as well. Yesterday morning commercial satellite imagery confirmed that another B2 Spirit stealth bomber landed at Diego Garcia, bringing the total on the island to 6x bombers, plus their required refueling tankers.
-HomeFront-
California: Monday night a murder was reported at a Walgreens in Fresno. Local authorities state that Narciso Gallardo Fernandez entered the establishment late Monday night, and murdered one of the employees due to his grievances with large pharmaceutical companies. Fernandez was arrested at the scene, while attempting to reload his firearm in the parking lot.
-----END TEARLINE-----
Analyst Comments: The indications and warnings of an impending war in the Middle East continue to mount. The proverbial deployment of aircraft carriers before a major war appears to have arrived. In closed-source, confidential reporting, NBC has claimed that the Pentagon has authorized the deployment of one THAAD battery, and at least two Patriot batteries to augment missile defense throughout the Middle East. Though this cannot be independently confirmed yet, if this is true this would be yet another indication that wartime preparations continue, beyond what would normally be considered to be posturing or power-projection.
Domestically, various political protests are scheduled for April 5th. The "HandsOff" protests originated from organized labor unions, however most far-left groups are also planning to use the day to conduct low-level attacks, such as vandalism against Tesla vehicles. Of course, the impact that these events will have is dictated mostly by funding; events involving labor unions will obviously be much larger than smaller and uncoordinated groups of malign actors seeking to break things. Nevertheless, increased vigilance is recommended, particularly in areas where Tesla vehicles and Trump supporters have been targeted so far.

//BLUF: CHINA UNDERTAKES LARGE SCALE MILITARY EXERCISES IVO TAIWAN. BURMA EARTHQUAKE RECOVERY CONTINUES. TESLA ATTACKS REMAIN CONSTANT.//
-----BEGIN TEARLINE-----
-International Events-
Far East: China has begun another series of military exercises in the Taiwan Strait, and in the waters surrounding Taiwan. Per the Chinese Ministry of Defense, this latest large-scale drill is largely serving as a "severe warning and forceful containment against Taiwan independence".
Southeast Asia: Recovery efforts from the Burmese earthquake continue, as the widespread damage throughout the region becomes more apparent. So far the death toll has surpassed 2,719 victims, according to Myanmar's ruling military government. Humanitarian aid has been slow to flow into the region, and most areas hardest hit by the earthquake remain out of communication with the outside world.
AC: Much of the region remains without electricity, which along with the communications outages, has complicated assessments of how bad this crisis truly is.
-HomeFront-
USA: The attacks on Tesla vehicles have continued to simmer, with limited increases in vandalism incidents in major cities. Following the uptick in these types of attacks, various supporter-protest movements (in support of Tesla and Elon Musk) have taken root as well. Many of these supportive-protests have also been met with counter-protests in most cases, sometimes resulting in clashes between groups. Over the weekend, a pro-Musk protester was intentionally struck by a vehicle of a counter-protester at a protest event in Idaho. The Meridian Police Department arrested the 70-year-old anti-Musk protester at the scene, and charged him with aggravated battery.
New Mexico: The GOP Headquarters was firebombed over the weekend in Albuquerque. One of the entrances to the facility was destroyed by an improvised incendiary/explosive device early Sunday morning. Anti-ICE graffiti was spray painted at the scene by the assailants, who have not been identified.
Indiana: Yesterday evening, a prominent cybersecurity and cryptography professor at Indiana University was fired after the FBI raided two of his residences under mysterious circumstances. XiaoFeng Wang, a well known crypto and cyber expert, remains missing following the searches.
-----END TEARLINE-----
Analyst Comments:
While very few details of the Indiana incident have been released or even acknowledged, over the past few months, both the United States and China have been on a spy-hunting spree. 6x Chinese nationals were arrested in the Philippines a week ago for allegedly spying on US warships in Subic Bay. Two weeks ago, China sentenced one of their researchers (at an undisclosed educational institution) to death for spying.
As such, it's possible that this is related to Wang's disappearance after the raids. Usually, rooting out spies is a tit-for-tat affair; the Chinese bag one of ours, and we get one of theirs (or at least try to). Of note, China has sentenced all of the spies they have caught to death, while the United States obviously does not.
Outside the realm of espionage, more overt actions are being undertaken to beat the drums of war in the Pacific. Though the Chinese drills in the Taiwan Strait were not announced with much notice, the maneuvers so far are largely a continuation of the same posturing and training seen before. Over the past few years, China has been engaging in increasingly complex drills as their proficiency improves. In short, the training is working, and Chinese forces are learning and gaining significant experience in combined arms warfare. Of course, the unspoken factor of war remains extremely relevant regarding any potential military campaign in Taiwan...no plan survives first contact with the enemy. In other words, China can train all they want, but when the missiles start flying for real, it will become exceptionally clear that the modern Chinese army has no real combat experience, and zero experience in conducting a Large Scale Combat Operation (LSCO). This does not mean that China is to be underestimated however, but it does mean that China may learn many lessons the hard way when the time comes.

I'm making the following observation after quietly watching from the

I don't have a problem with the discussions on here, in fact I use the fine content curated by #nostriches to cleanse my palette after exposing my soul to legacy platforms and the homicide inducing click-bait reinforcement algorithm employeed. But I thought I would share as I have seen discussions about #nostr #onboarding specifically related to how the community is percieved.
For me, nostr is like the Internet before smartphones removed that small technical barrier required to interact with people with BBS, IRC, or later on, ICQ. It seperates people that are (on the most part) highly inquisitive, experemtal, devoted, passionate, knowledgeable, and generous with information from people that are not.
I'm aware that the social media aspect to nostr is but a tiny slice of the pie, but it is what a lot of people on here focus on. I just think those wanting nostr to rise in usage should be careful for what they wish for. At the moment it seems like an inevitability that there will be large scale adoption of nostr, but I don't feel the need or desire to accelerate it, especially not to an audience unwilling to stand here in this new digital frontier.

Fallujah, Iraq. Scott Helvenston, Jerry Zovko, Wesley Batalona and Mike Teagu - private contractors employed by Blackwater - were escorting a convey of eating utensils through Fallujah when they were ambushed by insurgents dressed as Iraqi Police. After killing the four contractors the insurgents slipped into the maze of alleys and backstreets as a crowd of locals gathered and begun mutilating the bodies, 2 of which were hung from a main bridge across the Euphrates River. These events led up to The First Battle of Fallujah (Operation Vigilant Resolve).

//BLUF: STRATEGIC BOMBER BUILDUP AT DIEGO GARCIA CONTINUES, USA-IRAN RHETORIC INCREASES. CHINA DELAYS BLACKROCK DEAL TO BUY PANAMA CANAL.//
-----BEGIN TEARLINE-----
-International Events-
Panama: The recently announced sale of Panama Canal Ports has been blocked by the Chinese government at the eleventh hour. As announced a few weeks ago, the majority of port facilities pertaining to the Panama Canal were scheduled to be sold to a consortium ultimately owned by Blackrock. This deal has been halted/delayed by China at the last minute.
AC: The general theory behind this sale was for a critical maritime asset like the Panama Canal to be under American control as announced by the White House several weeks ago. After this initial interest was expressed, the deal became not necessarily American government control over the Canal, but rather for an American company to own these port facilities. Ultimately, the Chinese government halting the deal complicates the situation somewhat, especially since the reasons for the allegedly-temporary halt are not entirely clear. In any case, this indicates that the White House is not out of the woods yet when it comes to developments in Panama.
Middle East: American rhetoric regarding a potential war with Iran has continued to escalate, with President Trump stating that "if we don't make a deal, there will be bombing". This comes on the heels of contradictory statements by DNI Tulsi Gabbard, who stated on Thursday that the intelligence community "continues to assess that Iran is not building a nuclear weapon and Supreme Leader Ayatollah Ali Khamenei has not authorized the nuclear weapons program he suspended in 2003". Regardless of this assessment, American war plans continue.
Meanwhile, a major surge of American military logistical resources is underway throughout the region. Satellite imagery from this morning confirms the presence of at least 5x B2 Spirit bombers at the airfield on Diego Garcia, along with an assortment of the standard tanker aircraft.
AC: At least two KC-135 Stratotankers were observed moving from Guam to Diego Garcia early last week, which is a rare logistical movement and indicative of efforts to pull resources from multiple Areas of Responsibility (AORs) to provide logistical support for whatever is planned. A handful of C-17 cargo planes also landed at Diego Garcia over the weekend, adding to the sharp increase in aviation traffic at the remote island over the past week. Substantially increased C-17 cargo flights into Al Udeid Airbase have continued over the past few days as well. An additional B2 Spirit (likely intended for deployment to the Indian Ocean with the others) was located in Honolulu, possibly due to maintenance reasons.
-----END TEARLINE-----
Analyst Comments:
When a man threatens to bomb a foreign nation, and then begins staging large numbers of strategic bombers near that nation, one might be inclined to think that man is serious.
At the risk of speculating too wildly, it's possible that the White House intends go to war with Iran in any case, regardless of any sort of agreement. This is a classic tactic in Middle East diplomacy...engage in peace talks then at the last second claim the other side violated some term of the agreement, and the war is on. Considering the extremely significant numbers of military logistics pouring into the region, this could be a possibility...offering the olive branch openly on one hand, to distract from readying the arrows with the other.
Conversely, all of this could be a giant pile of nothing. This could be an undisclosed drill, or some kind of shell game with resources, or any other number of theories that point to some innocent shuffling of bombers. This could be more of a deterrent than a legitimate preparation for a large scale military campaign. However, if it is strictly a posturing move, it's the most convincing one that's ever been undertaken in this manner.
As a reminder, 5x bombers might not sound like much, but the United States only has a grand total of 20x B2 bombers. This means that a quarter of ALL American B2's are at Diego Garcia right now. Furthermore, all indications suggest that all of these B2's flew there non-stop, flying from Missouri to the middle of the Indian Ocean without landing anywhere in between. While the B2 platform was designed to do exactly that, if this is what happened, this is still a rare occurrence that is a logistical feat out of the norm for a mere training exercise. This is also considering the B2's that we can see on satellite imagery. If this is just posturing, in all likelihood the hangars at Diego Garcia are empty, with their contents parked on the apron intentionally, for all the world to see.
On the other hand however, if this is a wartime deployment (and thus if we assess that the hangars are occupied, with the remainder parked out in the open), there could technically be as many as 9x B2's on this one island right now...almost half of America's entire fleet of long-range stealth bombers. While this is technically possible, this many B2's missing from Whiteman Air Force Base would be noticeable, so right now the most likely scenario is that the 5x B2's that we can see are intentionally parked for maximum visibility. Again, the US Air Force does not normally forward-deploy these types of assets, B2's live at Whiteman AFB and that's about it. It's so rare to see them land anywhere else that it was a huge media event when a B2 landed in Guam for a much-publicized military drill last summer, after many years of hiatus. As such, if this deployment is to send a message, it's a very expensive and risky one to send, drawing doubts as to whether this is posturing, or a legitimate prelude to a war that's already been decided.
