Zaps is potentially a great manipulation tool. Basically allows an entity to reward certain types of behavior. For example, I replied to provide what I saw in an inkblot art. The author says: "hey, add this hashtag and you'll get a zap" this is a small thing, I am not upset by it or anything. Hell, it's smart. Just imagine a large entity use zaps to reward certain opinions, or calls to action? Some rando calls for violence, entity who wants said violence rewards handsomely. Another rando sees the reward, and they start calling for the same. Rinse and repeat until a mob thats been hacked to behave the way the entity wants.
