If my fellow officer had his arm in the car to apprehend an individual after ordering the driver out of the car multiple times and then the driver started to pull away I would shoot the driver to prevent my partner from being dragged 100% of the time. If I am standing in front of the car to prevent it from leaving I can unholster my weapon to do so. I don't have to be hit to be threatened by a deadly weapon or protect my fellow officers. In my state any citizen is allowed to use a firearm to prevent a felony or stop someone who has committed a felony.
