I think the open/closed borders discourse has became too ambiguous to the point where people think it's solely an issue surrounding immigration rather than focusing on what creates the incentives for higher immigration: Birthright citizenship, extending the welfare state to non-citizens, universal suffrage that easily lets those without skin in the game vote, etc. It's not just a problem with guarding the borders. Even if the borders were full-out closed, there would still be ways to take advantage of the system.
