Look at DOT installed road signs. They aren't posts in concrete. There will be a base that bolts to the post so the post gives way at those bolts when hit. The height of this point is regulated as well.

Ah yes, I was just noticing the other day that street lights are anchored with HUGE bolts, and was wondering why that was. I think you may have just answered it. Although those things are so massive that I can't imagine they "break away" when hit, so maybe that's something else. And most of the cameras I see are attached to the streetlight beams.
