No. As usual, you have to follow the money. You can look at the flow of money through OpenSats of you want to see some of the big picture background stuff. I've drawn my own conclusions. There is very little openness about the grant process, and voicing that opinion has garnered all sorts of attacks at those questioning the process. It's laughable and the dumbest kind of hypocrisy.
