I'm pretty sure the biblical meaning of waiting in this scripture was an active waiting, but we usually don't catch that. It's like, I want food, and I wait in line, but I don't go sit down somewhere else. I stay in the line, moving forward with the line until it's my turn, and then I get my blood thing. So, yes, it requires action!
