An amount you're willing to pay/fund for the project you want to get build.
After publishing to angor, if you found that more fund needs to be put..you can exceed this initial limit on angor, no issues there.

I think it's more correct to describe it as the amount an investor thinks it should cost to build a product.
Because there may be more then one investor (funder) right?
