Yes, exactly. The long-term fix is for the non-degenerates to have way more children than the degenerates (which appears to be happening) and for the non-degenerates to instil values in the new wave of children that stick and are passed down.
How long will it take for us to see the fruits of our labor writ large, though? Some decades presumably. Until then, I'd be in favor of some force to curb the freefall we're in.
