Good thinking. I was gonna apply a probability calculation and argue the sign change is a one-time risk with low likelihood of being caught, resulting in low overall EV for the fine, while the illegal turn is medium to low cost but frequent risk... This is the reason I always hated red light cameras. They charge you the same fine as a cop catching you in the act (low odds), while being always present, defeating the purpose of the high fine which was designed for the old school scenario.
