It's always the disadvantaged that are used as guinea pigs, coerced by force or desperation - prison populations, the poor, young, unemployed, pensioners. Then on to the working and middle classes.

No ID, no spending. Spending is also controlled - they can only spend "within their districts according to their ID card." So users are geofenced whereas "shops receiving digital money can spend it outside their districts or anywhere else."
