This isn’t any different than burying gold and refusing to tell them where it is

and they still don't get the gold, either. They aren't going to arrest everyone unless they want to become a gulag state. At this point, I don't think the US govt has an appetite for that sort of thing. Europe, on the other hand. We'll, good luck to them.
