How do you define “inherently” because I know thinkers who say the state only exists to the extent it robs individuals of freedom. Pretty toxic, right? I do think some regulations are useful but who decides how many and by what rights?

They do exist, believe it or not.
PSA:
“Ad hominem is a type of logical fallacy where someone attacks the person making an argument rather than the argument itself.
Definition:
Ad hominem (Latin for “to the person”) refers to a strategy where someone responds to arguments by attacking a person’s character or traits instead of engaging with the actual issue.
Example:
Person A: “I think we should have stricter regulations on pollution to protect the environment.”
Person B: “Of course you’d say that, you’re just an unemployed hippie who doesn’t understand economics.”
In this case, Person B ignores the actual argument about pollution regulations and instead attacks Person A personally.
Let me know if you want different types of ad hominem too (like abusive, circumstantial, etc.).”
