The interesting question isn't only how many nodes are observed, but what those nodes are actually capable of changing. Observation and discretion aren't the same thing.

Tor is even running on the same gov-farm. Unlike Tor, monero network is actively blacklisting as many of those servers as they can find. Quite a problem that only 3 thousand nodes keep the network safe.
