She means onchain as a finality layer for evm-based layer twos via zk proofs published to the mainnet. She is correct that back in grandpa Satoshi day, no such use case existed. Now it does. And judging by the sheer size and usage of smart contract platforms, the market approves. This is how you potentially capture a good chunk of that economic activity, without turning Bitcoin itself into a smarr contract platform (which would be.. diabolical). Relax.
