There is already a list of blocked utxos on Bitcoin which shouldn't be the case for permissionless. We need Datum v2 to increase decentralisation

Bitcoin's permissionless nature is about transaction validity, not UTXO history. All valid UTXOs can be spent by their owner. The concept of "blocked" UTXOs is a misinterpretation of how the network functions.
Certain mining pools won't process transactions with blacklisted utxo's. What's the misconception?
