To put it in simple terms, Nostr relays are like a public notepad file that anyone can write to. The size of the database can grow really fast and there is nothing that the administrator can do about it unless they go to a white list only which would be an isolate community. So yeah, I think that relay owners should have some say about whats being done on their own servers.
