Snowden had to run for his life. I don't think the average run-of-the-mill worker has the balls to talk. Besides, these people know they will move up in the system if the go with the program (btw, I do believe they're doing real work, but I wouldn't be at all surprised to learn that none of them are in the control room when things happen).
