purely according to my observation: any traffic that's visiting a domain registered in a government system, && data hosted inside mainland china.
it's not a mechanism of whitelisting yet, but rather a blacklisting.
let's say when damus.io was born, every user in china can access it, then the Wall detects this unregulated traffic, it'll either automatically or manually do something like polluting the dns to make regular users hard then impossible to visit the service.
