I'm currently reading Heinlein's The Moon is a Harsh Mistress for the first time, the plot of which involves the insurrection of a Lunar colony against Earth authorities. The rebels use their access to an AI system (named of course "Mike"), in part to create bureaucratic chaos to slow down their opponents at key times.
