For better or worse, I could also see it potentially being used as a market for leaked or stolen data similar to what you see on various Telegram channels. This would probably depend on relays agreeing to host at least some of the data.

I doubt relays would shut it down unless pressured by LE. This is what free speech is all about.
The big relays can indeed be pressured but the smaller independent ones will always protect free speech.
