I suggest you do not use legally defined terms.
Create the code. Let the user, company or jurisdicrion figure out how to define it.

I hear ya. Just trying to front run the legal definitions. They catch up, eventually, whether private law (contracts) or public law (legislation).

I would say that it will be defined differently by the use case and end up not decided by you.
It is just code. It is simply a privately signed message.
The contents of the message or who is corresponding is no ones business any more than a private letter I write and send in the mail.
