There is no "lightning offer" button in Umbrel installations. Is there any spec restrictions or needed update??

BOLT12 only works with the Alby Hub embedded lightning node. Externally connected LND nodes do not support BOLT12 yet so Alby Hub cannot offer this feature.

If one of your channel partners supports onion message routing it should work, yes.
