The idea of changing the block time in Monero has been discussed. However, the idea of changing the issuance schedule has not.
Currently, 0.6 Monero are issued per block, which is every two minutes. If, for example, we decided to change the block time to one minute, each block would then have 0.3 Monero issued instead of 0.6 to compensate for the faster block time.
If we were to change the block time to every four minutes instead of every two minutes, we would then also just double the amount of Monero released per block to keep it steady.
It's true that Monero's inflation never absolutely hits zero, but it asymptotically approaches it, since each new Monero is building on top of a slightly larger base.
This was chosen because in Bitcoin, only the people who transact on layer 1 pay the price of securing the network. But in Monero, everybody pays the price of securing the network.
Also, while the idea of changing the block time has been discussed in Monero, I don't see it as very likely to occur. I think the issuance schedule and the block time are pretty much set in stone.

As I said, that's up to human prerogatives, though. It is not programmatically assured that the ratio of block time to issuance stays constant.
Either way, I hate talking about this because I think Monero is cool. I just don't agree with the economics of it. You need productive people to believe in a money for it to work. And as of yet, I have not seen very many productive industries embracing Monero for exactly the reasons that I've laid out before.
Hell, it's hard enough getting productive people to embrace Bitcoin, but the complication factor in Monero is what probably keeps it inaccessible to the dumb guy who knows how to grow wheat really well. And while I don't give a shit about fiat normies understanding the importance of hard money, I do give a shit about people who make stuff that I need.
It's good because dumb people won't get CBDC's and stables either.
So looming cash planned obsolescence will ignite the revolution.
Let me do everything in cash and I don't care about any of the CBDC, Bitcoin, stablecoins.
The castration of cash is what really is the biggest pain. Else we could just move in and out of Bitcoin/Monero buy houses or stakes in companies as it should be without KYC/AML social credit bullshit.
