By this logic every single proposed soft-fork will be adopted unless all of the bitcoin coordinates to hard fork before. So, if I propose a soft fork that just adds "akashi" to every block header, it will be activated on main chain just because noone cares enough to organize a hard fork.

You basically found a way of pushing spam into bitcoin consensus and our only hope is that all miners agree on "filters" so this does not go through :D
