This could have something on a per artist or album level, hell even discussions on a per track basis. I'm going to start with a simple chat box in the community page probably.
I do plan on building more social features into it. Any suggestions?

SoundCloud sort of does this, maybe bandcamp? SoundCloud you can even comment within a timestamp of a track, right
