Kind of better than forbidding skaters and scooters but 6km/h is really slow. Make it 8 or 10 and it kind of makes sense as a "we allow all vehicles to move on the sidewalk as long as they are not faster than fast pedestrians". Running pedestrians should still be exempt from the speed limit as the inertia of a person+scooter will be higher than a slightly faster human without scooter.
